The UK is dangerously underestimating the scale of cyber threats from hostile states and criminal hackers. In its latest Annual Review of 2024, the National Cyber Security Centre (NCSC) revealed a sharp rise in high-impact cyberattacks, with the most severe incidents tripling compared to the previous year, 2023. It appears the increasing sophistication of these attacks, often supercharged by AI, is outpacing the UK's ability to defend itself. The NCSC warns that the gap between attack complexity and defense capability is widening—and will only grow over time.
Surge in Cyber Attacks on UK Infrastructure
The NCSC’s incident response team handled 430 cyberattacks over the past year—a jump from 371 in 2023.
89 incidents were deemed nationally significant.
12 were classified as severe—the highest level of impact—a threefold increase from last year.
Ransomware remains the top threat to critical national infrastructure.
One of the most severe attacks targeted Synnovis, a blood testing provider for the NHS, causing major disruptions to London hospitals and putting patients at risk.
Hostile Nations and Criminals Targeting UK
The report identifies some state-sponsored cyberattacks as real and enduring threats behind some of the most sophisticated cyber operations. Beyond nation-state actors, cybercriminal groups are increasingly targeting UK industries, with ransomware attacks surging across academia, IT, manufacturing, legal, charity, and construction sectors.
Urgent Call for Action
Richard Horne, the of the NCSC, recently urged UK businesses and institutions to take immediate action. Hostile activity in UK cyberspace has increased in frequency, sophistication, and intensity. The severity of the risk is being widely underestimated. There is a critical need for organizations to implement stronger cyber resilience measures and take advantage of NCSC’s guidance and security frameworks before it's too late. There is no room for complacency. The UK must improve the defense of its critical infrastructure, supply chains, and public sector against escalating cyber threats.
